Chief Deputy Bryan McJunkins investigated a case where Terry Carter was bonded out of the Howard County Jail on June 28 by Rachel Reese. Carter was in jail for child support with a three thousand dollar bond authorized by Judge Tom Cooper.  McJunkins learned during the investigation that Rachel Reese presented a personal check to the Circuit Clerk’s Office for the three thousand dollar bond for Carter. The check used by Rachel Reese was on the account of Patricia or David Reese and they didn’t authorize Rachel to use their check.  Reese has a bond of twenty-five thousand dollars for forgery. Deputy Steven Wakefield arrested Rachel a little after midnight on July 8, 2013, at a residence on Muddy Fork Rd. in Howard County.
